The City's 2018-2019 fiscal year tax rate is $0.734 per $100 assessed valuation. Article V, Section 2 of the Mesquite City Charter states it is the responsibility of the City Council to set the tax rate. The value of most property in Mesquite is determined by the Dallas Central Appraisal District (DCAD), a separate governmental agency authorized by the Texas Legislature. The city does not set the value of your home. However, DCAD does provide the City with your property value, so the City can then prepare a tax bill which can be forwarded to your mortgage company or your residence for payment.

A $15.76 base amount is charged to all customers and includes 1,000 gallons of water. All consumption in excess of 1,000 gallons, up to a maximum of 8,000 gallons, is charged at a rate of $6.19 per 1,000 gallons

The Building Inspection Division cannot release gas to Atmos without an inspection and a Plumbing permit is required for ALL gas inspections. In order to obtain a Plumbing permit, you MUST be a homeowner or a Licensed Master Plumber. The homeowner or Licensed Master Plumber must apply for a permit at energov.cityofmesquite.com and do the required work, then call Building Inspection Division for an inspection. Once it passes inspection, the City of Mesquite will release the gas to Atmos.

No registration is required for medical alarms. The City of Mesquite does require that fire alarms in commercial buildings be registered. This includes all buildings except single-family residential dwellings. A nonrefundable permit fee of $50.00 per alarm site with one fire alarm control unit is required for the issuance of a permit. If an alarm site has multiple fire alarm control units, a nonrefundable fee of $50.00 for the first alarm control unit and $10.00 for each additional fire alarm control unit is required. A permit is issued for one year and must be renewed annually by payment of the required fee. A new fee and permit is required upon a change in ownership or change in occupancy of the property. A new owner or occupant of a building with a fire alarm is required to obtain a new permit. This includes both fire alarms that are monitored and fire alarms that only sound on the premises. Owners of fire alarms in commercial buildings are also required to have their alarm systems inspected by a fire alarm technician once each year, and records of the inspection, testing and maintenance shall be maintained at the fire alarm site and available for inspection with the consent of the permit holder or other authorized representative. The owners of all fire alarms, both registered commercial and non-registered residential, are subject to fines for excessive false alarms or for failure to properly maintain a fire alarm system. Yes, a permit can be phased. A phasing plan must be submitted to the Fire Marshal’s Office during the online permitting process.

The Mesquite Veterans Memorial is a community-wide effort led by the City of Mesquite to build a new Veterans Memorial in Mesquite, Texas. The current Veterans Memorial, established in 1975, is at the flagpole in Heritage Square located in historic downtown Mesquite.
In 2010, an effort was started by a citizens group called Heroes of Mesquite to build a new place of reflection and education to recognize military veterans. It would be a destination to provide memory of the men and women of Mesquite who sacrificed their life in military service for our country, and in honor of those who have served. Through the diligent efforts of the Heroes of Mesquite, many community donations have been received since 2010. In 2017, a new community-wide campaign in partnership with the City of Mesquite is using the progress made by the Heroes of Mesquite to launch further public awareness and funding to design and build a new Mesquite Veterans Memorial. The campaign will seek donations from the general public, grant programs and corporate giving initiatives.
The design and construction of the Mesquite Veterans Memorial will be driven by public donations and corporate sponsorships. The location of the memorial will be at City Lake Park, 200 Parkview Street. The Mesquite City Council purchased property near the park as part of a master plan to connect the park to historic downtown Mesquite.

Yes, they can have a direct deposit for a checking account and a second direct deposit for a savings account from a different bank or the same bank.
The direct deposit form does state a cancelled check is required, however, HR/Payroll does not require a cancelled check with submission of the form. We recommend employees confirm their bank account number and bank routing number prior to submitting the form. A pre-check process is completed on all direct deposits with the banks before activating the automated deposit of pay.
Employees will be able to go to any Bank of America and withdraw their entire paycheck from the card with no fee. There is no minimum dollar amount required to be maintained (or kept) on the card.
Bank of America will send these cards to the HR office. As they are received, HR will deliver them to the applicable department DPA for distribution to the employee. The employee will be responsible to activate the card.

This is really more of a policy question. Below is the City’s policy regarding Rest and Meal Periods. Keep in mind, employees who do not receive rest or break periods may not alter their normal workday by leaving early and/or arriving late. If you require an employee to work thru lunch they should be compensated, which means it could possibly push them into overtime. If an employee works thru lunch, it should be approved prior to it occurring.
However, we know work happens. If it does happen, there will be an override in Executime that would allow you to delete out the lunch so that the employee would not be charged a break. However, this needs to be an exception and not the norm. If an employee continually does this without proper approval, we would need to look into disciplinary action.
I always recommend not allowing employees to work thru a break period to leave early/arrive late. Once you do it for one, you are expected to do it for all, which can not only create scheduling conflicts but also cause you to run into inadequate coverage issues.

Yes, this will be an option with the new payroll system. We will notify employees once the option for contributions as a percentage of pay is fully available with instructions on how to set it up.
There will be a lot of flexibility when it comes to this and every department may choose to do it differently. We will have the ability to set up time windows to prevent time from being recorded as overtime. For example, your department may determine that a 10-minute window is appropriate to allow for clocking in/out of shifts. If someone clocks in at 7:20am for a 7:30am shift, the time will be reported for payroll purposes as 7:30am.

The Composting Facility is located at 3550 Lawson Road, south of Cartwright Road. The facility is open daily (Monday, Tuesday, Thursday, Friday, Saturday) from 9:00 a.m. to 4:00 p.m., except Wednesdays, Sundays and holidays.

Recycling and Collection Times
There is no need to separate items. All recyclables may be placed together in the same bin or blue bag. It is not necessary to rinse or remove labels from jars or cans. However, remove all liquid from containers to prevent contamination.
Glass may not be placed in a blue bag, only in a recycling bin. On rainy days, protect your bin from getting wet or simply save it for the next collection day.
