The City’s 2020-2021 fiscal year tax rate is $0.70862 per $100 assessed valuation. The value of most property in Mesquite is determined by the Dallas Central Appraisal District (DCAD), a separate governmental agency authorized by the Texas Legislature. The city does not set the value of your home. A $16.39 base amount is charged to all customers and includes 1,000 gallons of water. All consumption in excess of 1,000 gallons, up to a maximum of 8,000 gallons, is charged at a rate of $6.44 per 1,000 gallons

The residential Drainage Utility District fee is $5.00 per month per single family residence. The commercial rate is 14 cents per 100 square feet of impervious area. This fee is used to meet federal storm water permit mandates and to fund drainage improvement projects throughout the city.

If you are replacing less than 50% of your total fence with the same material and in the same location you do not need a permit. If you are moving any portion of the fence or changing the material, you must apply for a permit.
If you make a request for inspection before 4:00 PM on a business day, you may request the inspection for the following business day. The inspection will take place between 8:30 AM and 4:00 PM.
A pre-construction meeting is required for commercial projects and new residential dwellings.
For commercial projects the inspector may authorize the electric meter release after all electrical panels, switchboards and boxes are finished and is safe to energize. A Temporary Release of Utilities permit and release by inspector will be required before the meter is released. For residential projects the Final Electrical Inspection must have passed before the meter is released. A Clean and Show permit and release by inspector is required for vacant commercial properties.
A Certificate of Occupancy, or C.O., is required for all buildings, structures and land that are occupied or used. When a tenant leases a new space or premise, a C.O. will be required. Upon issuance of a C.O. and approval of all required inspections, utilities will be released with the new tenant’s name.
A new Certificate of Occupancy is required anytime there is a change in ownership, name of business, square footage or use. All new buildings, including unoccupied shell buildings require new C.O.’s.
Under certain circumstances portions of building may be approved to be used for various purposes prior to the permanent Certificate of Occupancy.

The Emergency Repair Program assists homeowners in Mesquite, that qualify as low-income, with repairs to items that pose an imminent threat to the health and/or safety of the Homeowner and is limited to non-working HVAC, non-working water heater, gas leak, and standing raw sewage. The program assists homeowners in Mesquite, that qualify as low-income, with up to a $30,000 grant for repairs to address interior and/or exterior deficiencies that make the dwelling unsafe, unsanitary or in need of renewal as determined by staff. No registration is required for medical alarms. The City of Mesquite does require that fire alarms in commercial buildings be registered. This includes all buildings except single-family residential dwellings. A nonrefundable permit fee of $50.00 per alarm site with one fire alarm control unit is required for the issuance of a permit. If an alarm site has multiple fire alarm control units, a nonrefundable fee of $50.00 for the first alarm control unit and $10.00 for each additional fire alarm control unit is required. A permit is issued for one year and must be renewed annually by payment of the required fee. A new fee and permit is required upon a change in ownership or change in occupancy of the property. A new owner or occupant of a building with a fire alarm is required to obtain a new permit. This includes both fire alarms that are monitored and fire alarms that only sound on the premises. Owners of fire alarms in commercial buildings are also required to have their alarm systems inspected by a fire alarm technician once each year, and records of the inspection, testing and maintenance shall be maintained at the fire alarm site and available for inspection with the consent of the permit holder or other authorized representative. The owners of all fire alarms, both registered commercial and non-registered residential, are subject to fines for excessive false alarms or for failure to properly maintain a fire alarm system. Exceptions to the non-resident card fee include:
A parent or legal guardian can apply for a library card for a child 13 years old and younger; proof of current address & photo I.D. are required by the parent or legal guardian.
Teens aged 14-17 years can apply for a library card on their own; a parent’s signature is required on the application to allow access to the library’s Internet Access computers. When you first apply for your card, you are limited to two items. After that, there is a limit of 20 books. Playaways, Audiobooks, and DVDs are limited to 5 in each category. Please note that you must be 14 years or older to check out CDs and Playaways, and 18 years and older to check out DVDs.
Notify the library immediately if your card is lost or stolen. The library can then put a block on your card to prevent anyone else from using it. If the library is not informed that the library card is missing, the cardholder will still be responsible for any items checked out on it. Visit either library and fill out a new application, providing your photo I.D. and proof of address. The fee for a replacement library card is $1.00.

The library accepts donations of books and AV materials (CDs and DVDs) that are in reasonably good condition. Once items are placed in the collection bins at either the Mesquite Main Library or the Mesquite North Branch Library, staff will evaluate them for their timeliness and their condition. Some items may be added to the Library’s collection and some items may be placed in our Friends of the Library used book sale. The proceeds from the sale will be used to benefit the library.
If you are interested in volunteering at the Mesquite Public Library, contact the Mesquite Main Library at 972-216-6220 or the North Branch Library at 972-681-0465 and ask to talk to the Library’s Volunteer Coordinator. You may also contact City of Mesquite Volunteer Services at 972-329-8331. A volunteer application must be completed and submitted. A background check is required for adults 18 years of age and up. Teens must be at least 15 years old to volunteer. For volunteers ages 15-17, a completed Application for Volunteer Services must be signed by a parent’ before submission. The Mesquite Veterans Memorial is a community-wide effort led by the City of Mesquite to build a new Veterans Memorial in Mesquite, Texas. The current Veterans Memorial, established in 1975, is at the flagpole in Heritage Square located in historic downtown Mesquite.
In 2010, an effort was started by a citizens group called Heroes of Mesquite to build a new place of reflection and education to recognize military veterans. It would be a destination to provide memory of the men and women of Mesquite who sacrificed their life in military service for our country, and in honor of those who have served. Through the diligent efforts of the Heroes of Mesquite, many community donations have been received since 2010. In 2017, a new community-wide campaign in partnership with the City of Mesquite is using the progress made by the Heroes of Mesquite to launch further public awareness and funding to design and build a new Mesquite Veterans Memorial. The campaign will seek donations from the general public, grant programs and corporate giving initiatives.
The design and construction of the Mesquite Veterans Memorial will be driven by public donations and corporate sponsorships. The location of the memorial will be at City Lake Park, 200 Parkview Street. The Mesquite City Council purchased property near the park as part of a master plan to connect the park to historic downtown Mesquite.

The Composting Facility is located at 3550 Lawson Road, south of Cartwright Road. The facility is open daily (Monday, Tuesday, Thursday, Friday, Saturday) from 9:00 a.m. to 4:00 p.m., except Wednesdays, Sundays and holidays.

Recyclable Items: Plastic containers, newspaper, magazines, telephone books, chipboard, cardboard, tin, steel, aluminum, glass, and all types of metal, and electronic waste (computers, monitors, televisions, etc.)
Unacceptable Items: Hazardous materials (pesticides, chemicals, solvents) paint, commercially generated waste, roofing materials, rocks, dirt, oil and other automotive fluids.

Recycling and Collection Times
There is no need to separate items. All recyclables may be placed together in the same bin or blue bag. It is not necessary to rinse or remove labels from jars or cans. However, remove all liquid from containers to prevent contamination.
Glass may not be placed in a blue bag, only in a recycling bin. On rainy days, protect your bin from getting wet or simply save it for the next collection day.

The City of Mesquite is required by Federal law to provide a Water Quality Report (Consumer Confidence Report) annually. Water customers may obtain a copy of this report on the City of Mesquite website at www.cityofmesquite.com/waterqualityreport.
The City of Mesquite is required by law to furnish 120 bacteriological samples per month for testing. These samples are taken weekly and delivered to the State-certified lab in Wylie. If a bad sample is found, immediate retesting is required. If repeat testing fails the public would immediately be notified. The City is also required to take other water samples that include: lead & copper, chlorine residual, trihalomethanes & haloacetic acids, nitrification and Unregulated Contaminants (chloroform, bromoform, bromodichloromethane, dibromochloromethane). Total samples taken by Utilities for 2019 was 4,252.
Testing is done based on a mapping system approved by the Texas Commission on Environmental Quality (TCEQ). The testing sites are set up to encompass the entire distribution system. This site map and subsequent testing provides coverage for all areas of the distribution system.
Federal and state law requires notification to all franchise utilities before excavating or digging to repair a leak. This notification is required so that excavation and digging operations to repair a leak does not inadvertently cut or damage other utility lines (electric power, phone cables, cable TV or gas mains). A 48 hour notice is required for line locations. In an emergency when safety or property damage is an immediate concern, line location may be secured in two hours. Most repairs are not classified as emergencies. Often the locations may be made and there still seems to be no activity. Leaks are prioritized with large impact leaks and emergencies taking precedent over small nuisance leaks.
Mesquite’s water system contains:
The City of Mesquite attempts to notify customers of water service interruptions whenever possible. When water is cut off in an emergency situation residents are not always notified. On occasion, there is not adequate time to notify due to a water main break which is causing property damage or is a safety concern.
There are times when a water main rupture is substantial enough to depressurize the water lines in the immediate vicinity of the damage. Under this condition water is exiting the pipe in such volume that water pressure and flow cannot be maintained. The drop in pressure gives the appearance of the water being turned off even though this has not occurred.
If water service will be interrupted for only a short period of time, notification is sometimes not given. Notification in these cases takes manpower which is not available and service will be restored very soon.
Homeowners will need to bring a copy of the settlement statements received at the closing of the home and personal identification for each of the listed purchasers to the Water Billing Office. Renters will need to bring a copy of the lease agreement, green tag showing the property has passed inspection by the City of Mesquite within the past 30 days, and personal identification for each adult tenant on the lease to the Water Billing Office.
