Severe Weather Resources
In the event of bad weather, Mesquite residents and business owners who experience damage can use these resources and information.
Flooding
As of August 22, 2022, the City will waive any fees for bulk trash placement for the next three weeks. Residents are encouraged to move any items for disposal to the curb and call Solid Waste at 972-216-6284 or 6285 or request the collection through the myMesquite App. The storm also had a significant impact on our streets and drainage system. If you observe any damage, please help us by sending a picture and location through the myMesquite app.
Some damage may require a permit to make repairs. Call Building Inspection at 972-216-4112 or 4113 for information.
Additionally, the State of Texas is requesting property owners to use their damage assessment tool. This survey will help state and local emergency management officials identify and gain an understanding of damages from the recent storms. Reporting damages to Emergency Management is a voluntary activity, is not a substitute for reporting damage to your insurance agency and does not guarantee disaster relief assistance but will help the City advocate for federal assistance.
Disaster Loans May Be Available
Low-interest federal disaster loans are available to Texas businesses and residents from the U.S. Small Business Administration (SBA). The disaster declaration makes SBA assistance available in Collin, Dallas, Denton, Ellis, Kaufman, Rockwall and Tarrant counties in Texas.

Food and Water
Supplemental Nutrition Assistance Program (SNAP) recipients approved to purchase hot foods
SNAP recipients can now use their benefits for hot foods and ready-to-eat foods, such as rotisserie chicken or grocery store deli foods, at retailers that accept SNAP anywhere in the state. The Texas Health and Human Services Commission (HHSC) received federal approval from the U.S. Department of Agriculture Food and Nutrition Service. The waiver allows SNAP recipients to purchase these ready-made foods with their Lone Star Cards through the end of March. Additionally, Texas received federal approval Feb. 19 to allow SNAP recipients to apply for replacement benefits for food lost or destroyed due to the severe weather.
North Texas Municipal Water District Lifts Extreme Winter Weather Conservation Measures
The North Texas Municipal Water District (NTMWD) lifts its request to curtail or limit non-essential water use within its service area. In coordination with the cities and utilities served by NTMWD, the District has been able to consistently produce enough treated water to meet the water demands over the past several days.
City Utility Customers
Relief Plan for Water Utility Customers
The City of Mesquite announced it will provide its water utility customers relief from excessive water used as a result of the winter storm. The city will automatically charge customers based on the lesser amount of the water usage when comparing February to January. There is no action required by customers to receive the benefits of the comparison usage. The City Council approved the relief plan at their March 1 meeting.
Customers may also contact the Mesquite’s Water Billing Office at 972-216-6208 to pursue a Leak Adjustment Request. The city permits a courtesy billing adjustment for customers that have experienced a loss of water caused by a break in the water service line. Customers will be asked to provide details of the leak, such as quantity of occupants at the service address and the date of the repair. Customers will either receive the benefit of a leak adjustment or comparison usage.

FEMA Disaster Assistance
Disaster assistance from the Federal Emergency Management Agency has been approved for Dallas and Kaufman County. If you sustained damage from snow and ice during the winter storms and you have insurance, contact your insurance company and then FEMA. Your insurance claim information is needed to determine eligibility for federal assistance. Both Mesquite Public Libraries provide free access to public computers so individuals who sustained losses due to the winter storms and do not have insurance, can apply for assistance from the Federal Emergency Management Agency (FEMA). City of Mesquite Emergency Home Repair Assistance Program
The City has created an Emergency Home Repair Assistance Program to help income-eligible homeowners in Mesquite with emergency home repairs, including plumbing, electrical and HVAC (heating, ventilation, and air conditioning) mechanical repairs. Small Business Administration Disaster Loan Program
The Virtual Disaster Loan Outreach Center
Low-interest federal disaster loans are now available to Texas residents. Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property. To be considered for all forms of disaster assistance, survivors must first contact the Federal Emergency Management Agency at www.disasterassistance.gov.

Low-interest federal disaster loans are now available to Texas businesses. Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. Interest rates can be as low as 3 percent for businesses and 2 percent for private nonprofit organizations. Texas Damage Survey
Governor Greg Abbott and the Texas Division of Emergency Management (TDEM) are encouraging Texans to complete the Self Reporting Damage Survey to help the state identify damages across Texas and help emergency management officials gain an understanding of damages that occurred during the recent winter weather. This data is also needed to provide information to FEMA and highlight the need for federal disaster assistance for individuals. Forms are available both for residential and commercial properties. TDEM with the assistance of the Texas Military Department, launched a call center to assist Texans, who have limited or no internet access.
