Mesquite's proximity to both Dallas and east Texas, ample highway access, and friendly atmosphere make it a perfect location for your new development.
We have created a streamlined development review process with you in mind. Please take a moment to familiarize yourself with the information provided herein and contact us to begin your project.
Kicking Off Your Project
To get off to a good start, we encourage you to share your ideas with the development review team in a Pre-Application Meeting. We can point you in the right direction and provide some candid advice on any special problems your project may encounter. The team will assign a case manager to guide you through each step of the process and coordinate team review.
To set up your pre-application meeting please fill out the Self-Survey and pay the Pre-Application fee with the Planning & Zoning Division. Meetings are held each Wednesday morning beginning at 9AM and last a half-hour per applicant. Time slots are first come, first serve. The Self-Survey must be received no later than 12:00pm on the preceding Friday to secure a time-slot for the following Wednesday meeting. Project Tracking System
Once your project is assigned a case manager, you will be provided an applicant ID number to use on the city's web-based project tracking system. This system speeds communications and will keep you advised on the status of your project twenty-four hours a day. If your own project team gives proper attention to the city’s submittal requirements and is responsive to our team’s requests for information, we can deliver a "go" or "no go" decision on your project in a predictable time frame.

The City of Mesquite’s Office of Economic Development promotes, encourages, and enhances the creation of jobs and capital investments in Mesquite, Texas. Mesquite desires to attract and retain high quality businesses in the city. These businesses may be manufacturing, office, retail, commercial, or a mixed-use project. Any business wishing to have incentives considered by the city must first complete a Business Incentive Program Application and submit that to the Office of Economic Development.
The offer of incentives is tied to an analysis of the impact on community services and to the goals of the community as established by the Mesquite City Council. The City Council has final authority on the implementation of city business incentives.
The State of Texas also offers business assistance and those resources are listed in detail on the Business Assistance subpage. The City of Mesquite will work with businesses to secure the most favorable incentives available from the state.
