As of May 2017, applicants are required to submit through the City's online permit and plan management system known as the Citizen's Access Portal. The Citizen's Access Portal will allow applicants to: submit permit and plan applications for Planning and Zoning, Building Inspection, Fire Inspection and Engineering review; pay fees for a variety of development services; access electronic plan reviews by the City; request inspections online; access online applications for professional licenses (formally known as Contractor Registration) and more. Users can access the Citizen's Access Portal at energov.cityofmesquite.com.

The Planning & Zoning Division assists policy makers, property owners, developers and citizens in regard to growth and new development, stabilizing and conserving existing development and preserving the city's historic heritage.
Planning and Zoning provides current and long-range planning services including:
Administration of subdivision and zoning regulations
Preparation, updating and implementation of comprehensive and policy planning
Preparation and analysis of related housing, land use, and demographic information
Staff support to the City Council, Planning and Zoning Commission and the Board of Adjustment
