Amended County Order: What Does This Mean For Mesquite Residents And Businesses?

Who: All individuals currently living within Dallas County, including the City of Mesquite.

What: Order requires all individuals to shelter at residences – except for certain essential activities.

When: Effective 11:59 p.m. on March 23, 2020, until 11:59 p.m. on April 3, 2020.

Where: Residences include homes, apartments, rental properties, hotels, and motels.

Why: The virus 2019 Coronavirus Disease (COVID-19) is easily transmitted through person-to-person contact.

How: The following is a summary of the Order instructions addressing essential activities that are allowed:

  • Businesses allowed to continue operations:
  • Restaurants may only provide take out, delivery, or drive-through services as allowed by law.

  • Retail: grocery stores, gas stations, farmers’ markets, laundry/auto/hardware services, big box stores.
  • Businesses: those that ship/deliver groceries, food, goods or services direct to residences.
  • Business to Business: any businesses that supply other essential businesses with support or supplies.
  • Home-based businesses: businesses with employees performing activities at their own residences.
  • Healthcare: hospitals/clinics/pharmacies/ and home-based care.
  • Local governments: that provide continuing operations for the health/safety/welfare of the public.
  • Infrastructure: finance institutions, construction, utility operations, telecommunications.
  • Social services: agencies who provide food/shelter/necessities of life for the economically disadvantaged.
  • Childcare services: those that enable employees to work as permitted and within these Order guidelines.
  • Residential/Business operations: shipping/warehouse/cleaning/plumbing/electrical/legal/landscaping.


  • Individuals may leave their residence only to:
  • Obtain medical supplies/medication/visiting health professional/work supplies.
  • Shop for food/pet supplies/household products for essential operation of residences.
  • Care for a family member or pet in another household.
  • Enjoy outdoor activity with social distancing requirements.


  • Religious services may continue as follows:
  • Worship/church programs may only be provided by video and teleconference.
  • Weddings may be held with social distancing.
  • Funerals may be held with social distancing.


  • Prohibited activities and businesses from operating:
  • All public/private gatherings occurring outside a single household.
  • Any elective health/dental/physical therapy or related procedure.
  • All fitness/health clubs, nail/hair salons, tattoo parlors or other related services.
  • All non-essential activities, arts/cultural events, education programs or other related gatherings.
