Franchised Utilities - ROW Use Permits

The Engineering Division is responsible for developing standards and issuance of permits to franchised utility companies (electric, telephone, gas, cable TV, etc.) that use city right-of-way or easements for installation of their facilities. The Engineering Division employs Public Works Construction Inspectors to inspect the installation of these franchised facilities to ensure they are correctly located within the right-of-way and that the right-of-way is restored to acceptable condition.

The Public Works Construction Inspectors also respond to citizen complaints regarding damage to right-of-way by franchised utility companies.

The Engineering Division will no longer be accepting Franchise Utility Permits through email or in person. All Franchise Utility Permits must be applied for through the Citizen Access Portal (CAP).


​The Citizen Access Portal can be found here. The Permit Type will be Franchise Utility Permit and Work Class will be Franchise Utility or Small Cell.
