Trash Cart Program

On June 21, 2021, the Mesquite City Council passed revisions to the Solid Waste Ordinance in accordance with the actions recommended by the Clean City Initiative Committee. These revisions include the requirement for residents to place bagged solid waste in authorized residential trash containers. 

Authorized Residential Trash Container” is defined in Sec. 14-1 as “any type of structurally sound solid waste container, can, or rolling cart, with lid, suitable for waste disposal, constructed of galvanized metal or durable-grade heavy plastic of not less than 20 nor more than 48 gallons in capacity”.

A Trash Cart Program began on June 1, 2022, to provide an affordable, uniform container that meets the intent of the ordinance. The cart fee may be paid in full or over a three-month period which will be charged on the resident’s Utility bill. Enrollment in the program is OPTIONAL for existing Mesquite residents. The one-time fee for containers are as follows.

Existing Mesquite Residents - Optional Participation

Current residents have the option to participate in the Trash Cart Program by paying a solid waste fee of $75. Upon paying the fee, a 45-gallon cart will be delivered to the residence within three (3) business days. An additional 45-gallon cart may also be requested for a fee of $50 with a maximum of two (2) carts per residence.

Upon closing an account, the original cart will remain at the residence, while any additional cart left in a reusable condition will be eligible for a $25 buy-back credit on the resident's final bill.

The carts are made of durable-grade heavy plastic, branded with the City of Mesquite logo and marked with a unique serial number.

New Mesquite Residents in Dallas County

When a new account is set up through the Water Billing Office, residents will be required to pay a solid waste fee of $75 to cover the cost of a 45-gallon cart that will be delivered to the residence within three (3) business days. A second cart may be requested for $50 with a maximum of two (2) carts per residence. All Mesquite residents in Dallas County will continue to receive twice-per-week trash collection, recycling, brush pick-up, bulky-item pick-up, and the use of the Convenience Center. 

Upon closing an account, the original cart will remain at the residence, while any additional cart left in a reusable condition will be eligible for a $25 buy-back credit on the resident's final bill.

New Mesquite Residents in Kaufman County

When a new utility account is set up through the Water Billing Office, residents in Kaufman County will be required to pay a solid waste fee of $75 to cover the cost of a 95-gallon cart that will be delivered to the residence within three (3) business days.  A second cart may be requested for $75 with a maximum of two (2) carts per residence. All Mesquite residents in Kaufman County will continue to receive once-per-week service for trash collection, recycling, brush pick-up, bulky-item pick-up, and the use of the Convenience Center.  

Upon closing an account, the original 95-gallon cart will remain at the residence, while any additional cart left in a reusable condition will be eligible for a $25 buy-back credit on the resident's final bill.
