Heartland Town Center Public Improvement District was created in December 2017 and encompasses a 121.282 acre residential tract generally located south of IH-20, east of FM 741 and north of Heartland Parkway in Kaufman County.
The residential tract is zoned Planned Development - Single Family Residential and is being developed by D. R. Horton as the Trailwind subdivision. Trailwind will be developed in two phases and D.R. Horton will construct their Express Homes brand of affordable housing.
In September 2018, the City Council issued two issues of special assessment revenue bonds, Phase 1 bonds in the amount of $5,410,000 to finance authorized public improvements that provide a special benefit to only property within Phase 1 of the development, and $1,835,000 to finance those improvements that benefit the entire development, called Phase 2 Major Improvements. The debt service on the bonds are paid through a property assessment levied each year on each property owner within the residential tract.
Phase 1 with 210 home sites is completed with several new homeowners and homes currently for sale. Development of Phase 2 has started and will include 240 home sites. The total value of the Trailwind development at completion is expected to be $107,470,000.
