The goal of the Housing Choice Voucher program is to provide "decent, safe and sanitary" housing at an affordable cost to low-income families. Housing quality standards help HUD and local Public Housing Authorities accomplish that goal by defining "standard housing" and establishing the minimum quality criteria necessary for the health and safety of program participants. All HCV housing units must meet these housing quality standards in order to participate in the HCV program.
An initial inspection is usually conducted within 2-3 days of the confirmed ready date. All utilities must be connected and appliances in place. In order to insure the unit meets HQS, owners and property managers must review the requirements and correct any HQS violations before the inspection. At the time of the inspection, the unit should be ready so that we can prevent a delay in housing assistance payments.
