CITY OF MESQUITE
PROPERTY INFORMATION

The city parcel coverage is a set of polygons depicting property boundaries for which the city has taxing responsibilities. Most parcels are within the city limits; however, those parcels within the Mesquite Independent School District (MISD) have been included whenever possible. Parcels with chain accounts referencing acreage (such as homestead exemptions) have a "box" within its corresponding property. WARNING: This box does not represent the actual boundary or location of the chain account in any way, merely that it exists. Property boundaries that are "Z-hooked" in the abstracts share the same DCAD account number but still retain a distinct boundary. Because the "Z-hook" is not displayed in GIS layers, to show all parcels that may share a particular account number, a query by ACCT_ is recommended.

New subdivisions have been added whenever possible. These platted parcels may contain the current year’s tax number for all the properties shown. The COMMENTS field described below will have additional information advising you of the status of such parcels.

The parcel information has been researched and verified unless otherwise noted (see database descriptions below). It is not to be used as a legal representation either in the content of the data nor the boundaries depicted. Any parcel information that will be used for legal purposes should be done with data available in the city’s Tax Office or at the DCAD.

DCAD has the following website:
http://www.dallascad.org that has property information available. Each polygon has the Dallas County Appraisal District (DCAD) database associated with it, the primary identity of which is the 17 character DCAD account number. In addition to the parcel identity, the database has information on the legal descriptions as well as owner and tax appraisal information. A description for each column or field in the database is shown below and each may be queried using the ARCIMS query tools. If this is your first time using this system, help using the ARCIMS tools may be found by clicking HERE. It should also be noted that the information provided by DCAD might not be correct. This is especially true of the Service Address (SADD). Therefore use this data with caution.

Before we go any further it is time to make specific distinction between different types of land based data. Land based data can be subdivided be tween the following:

Planimetric - physical features that can be viewed and even mapped from an aerial photography i.e. street centerlines, edge of pavements, sidewalks, trees and light poles. Planimetric data does not include elevation type features (contours).

Cadastral - the opposite of planimetric, can not be seen on the ground. Property description and ownership i.e. property lines, subdivision boundary, metes and bounds, property dimensions, owner names and addresses.

Hypsographic - elevation of the earth's surface such as contours and spot elevations.

Control - used to tie down land based and facilities information to the correct geographic location. These control data are shown on land based maps as survey monuments or geodetic control points. These points are used as the base in starting any property metes and bounds.

Administrative – mainly consists of boundary data depicting specific areas of interest for administrative purposes, (i.e. police reporting districts, fire boxes, code enforcement areas, zoning, census tract and block groups).

Property information web navigating tips

When you have successfully opened one of the web pages, zooming in on an area allows you to view the orthophotography. You will have zoomed in close enough when the check box with numbers that have an extension of .tif appears. These are the City of Mesquite 1997 Orthophotos. A click in the box allows you to toggle the Orthophotos on and off. Click on the "Refresh Map" button to see the photos you have checked.

Also, a component of the web page that may be of particular interest to you is the subdivision and parcel grid coverage. To view these coverages under Layers click on the circle next to either the City Limit Area or the City Limit Boundary whichever one is visible at the time. Then click on the Zoom to Active Layer button on the tool bar. Once you are zoomed out you can interact with these coverages.

Attention: If you happen to find errors or omission in the property data (i.e. wrong account number, wrong address, wrong owner name etc.) there is a correction submittal web page that will allow you to interactively pass on corrections and comments.

ABOUT THE DATABASE

The database is made up of the following:

  1. Default fields (created by software)
  2. Those developed by City Staff
  3. Those provided by DCAD.

1) The default fields created by ARC/INFO are:

AREA An ARC/INFO default field of the area for each polygon in sq. ft.

PERIMETER An ARC/INFO default field of the length in feet of the perimeter of each polygon

DCAD_1_ An ARC/INFO default field - the unique identity of the polygon

DCAD_1_ID An ARC/INFO default field - the unique identity of the polygon

(DCAD_1 is the name of the ARC/INFO coverage) for example streets coverage will have a database column called streets_ and streets_ID.

Of these fields, only AREA and PERIMETER may be of use to you.

2) In addition to information provided by DCAD, the City of Mesquite has added several database fields. These are CM_NO, VERIFIED, COMMENTS, YEAR, ACRES.

CM_NO is a future link to numbered digital scans of the hardcopy plats and abstracts (you may ignore it for now).

YEAR is the current tax year (if this field is blank, you should check COMMENTS and VERIFIED for additional information).

ACRES has been added because the legal fields often do not describe a parcel’s acreage. This is a derived value calculated from the AREA field and is NOT the legal acreage for that parcel.

COMMENTS contain additional information and disclaimers about a given property when properties were being researched.

VERIFIED is to tell you the reliability of the data for a parcel. While we have striven to provide accurate information not all parcels have been identified correctly. If the record has a "YES", it means that city staff has verified the DCAD tax account for this property for the current tax year. A "NO" means that a tax account number for the current year does exist at DCAD and it is believed to exist for the parcel depicted, but that it has not been verified through additional research. "NOT" means that a parcel number is unknown for the current year. The identification depicted is the last known account number for that parcel.

3) The following fields come from the DCAD database.

ACCT_ The 17 character DCAD account number for the parcel - This is the primary identity of the parcel. The account itself has a format. Take two typical accounts: 38000500640080000 and 65160704510140000. The first two digits are the city designation in mesquite the platted properties usually start with "38" and the abstract properties start with "65".

The platted properties have a number that breaks down in the following manner:

38 00050 064 0080000

The first two numbers (38) are the city designation, the next five (00050) are the subdivision number, the next three (064) the block number and the last set of numbers (0080000) are the lot number.

So in this case we know that subdivision 00050 is in the Original Town section of the city of Mesquite.

So we are looking at block 64 lot 8 of the Original Town subdivision.

The abstract properties have a number that breaks down in the following manner:

65 1607 045 10140000

The first two (65) numbers indicate mesquite un-platted properties, the next four characters (1607) are the abstract numbers, the next three (045) are the page numbers and the rest of the numbers (10140000) indicate block and tract. So in this case the abstract is 1607 page 45 tract 14. If a tract or platted parcel is split it may acquire a tract number like 14.1 that property would be displayed as 65160704510140100.

LEGAL_1 - DCAD legal field 1 - usually, a subdivision, plat or abstract title

LEGAL_2 - DCAD legal field 2 - usually the lot and block information (often has acreage)

LEGAL_3 - DCAD legal field 3 - usually additional lot and block information (often has dimensions)

LEGAL_4 - DCAD legal field 4 - volume and page information from DCAD hardbound copies

LEGAL_5 - DCAD legal field 5 - volume information from DCAD

TOT_ACRE - DCAD description of acreage (it is often blank - see ACRES)

ST_NUM - DCAD service address street number

ST_DIR - DCAD service address street direction (e.g. N or S)

ST_NAME - DCAD service address street name

ST_SUFX - DCAD service address street suffix (e.g. DR or AVE)

ST_SUITE - DCAD service address suite number if applicable

ST_LOC - city that contains service address (Mesquite = "CM")

ST_ZIP - DCAD service address zip code

SADD - DCAD property service address

OWNER - DCAD property owner names

OWNADD_1 - DCAD property owner address 1

OWNADD_2 - DCAD property owner address 2

OWNADDCTY - DCAD property owner address city

OWNADDST - DCAD property owner address street

OWNADDCNTR - DCAD property owner address country

OWNZIP - DCAD property owner address zip-code

ACRES - Approximation of acreage based on GIS polygon area – not the legal acreage (see legal fields)

VERIFIED - Validation of property and boundary for current tax year.

LAND_VAL - DCAD land value

IMPROV - DCAD improvement value

MARKET - DCAD market value

CITY_VAL - DCAD property value for city taxes

SCH_VAL - DCAD property value for school taxes

CITY_DUE - Taxes due for city taxes (may not be current)

SCH_DUE - School taxes due (may not be current)

TOTAL - Total taxes due

EXEMPT - Tax exempt property if "x"
