Residential Speed Limits

The State Legislature passed House Bill No. 87 that was signed by the Governor on May 27, 2005 which grants the governing body of a municipality the authority to lower the speed limit to 25 miles per hour (MPH) for roads less than 35 feet in width without parking restrictions if the governing body determines that the 30-MPH prima facie speed limit is unreasonable or unsafe.

On October 17, 2005, City Council passed an ordinance changing the speed limit on 1,191 streets to 25 MPH to be effective on November 1, 2005 and enforceable once signs are posted. Signage will be installed so that if a driver turns off a street with a speed limit of 30 MPH or higher, the driver will have to pass a 25-MPH sign. In effect, the perimeter of every residential area will be signed, but not every street. Signs were installed along the lot line between the first and second lots. Over 800 25-MPH signs were installed city wide. Signpost and base installation began on October 10th with crews starting along US80 and working outward. All signs were in place as of December 1, 2005.
